Abstract. Capture fisheries management in coastal areas of Aceh, particularly in Bubon Subdistrict, faces complex challenges due to increasing pressure on fish resources, limited fishing technology, and weak integration between formal governance systems and local wisdom. Meanwhile, the traditional institution of Panglima Laôt has long played a significant role in regulating fishing activities and maintaining social order among fishers. This study aims to analyze the characteristics of capture fisheries, examine the role of Panglima Laôt, and formulate a sustainable fisheries management model based on local wisdom. A mixed-method approach was employed, combining quantitative data from a survey of 60 fishers and qualitative data from in-depth interviews with traditional leaders, fishers, and local authorities. Data were analyzed using descriptive methods, SWOT analysis, and the Ecosystem Approach to Fisheries Management (EAFM). The results indicate that capture fisheries in Bubon are dominated by small-scale fishers with fluctuating incomes and limited access to technology. The Panglima Laôt institution demonstrates a high compliance rate (over 80%) and effectively reduces conflicts while supporting resource sustainability. EAFM analysis shows that social and institutional aspects are in good condition, whereas the economic aspect remains weak. Therefore, a co-management model based on local wisdom is recommended, integrating the role of Panglima Laôt with government policies to achieve sustainable fisheries management.
